Meet Our Executive Director
Maggie Hess has spent 30 years working with students, parents, and business and industry in the field of career-technical education. She spent 14 years as the superintendent for the Warren County Center Center in Lebanon, Ohio.
As the executive director for the Ohio Association of Career-Technical Superintendents (OACTS), Hess has the opportunity to continue to expand awareness and increase understanding of the value of career-technical education in Ohio, especially of the career centers that serve school districts around the state. Her educational background includes a master’s degree in educational administration from the University of Cincinnati and a bachelor’s degree in education from Georgia State University in Atlanta, Ga. She has also completed post-graduate work at Xavier University in Cincinnati, Ohio, earning a graduate certificate in the superintendency.
Hess has connections with many educational and civic organizations at the local, state and national level, giving back to the community including The Rotary Club of Lebanon, United Way of Warren County and the Warren County Foundation.

Meet Our President
Joyce Malainy, Ed.D.
Dr. Joyce Malainy is the superintendent of the Career and Technology Education Centers of Licking County (C-TEC). Upon earning a bachelor’s degree from The Ohio State University, Joyce started teaching at the Licking County Joint Vocational School (now C-TEC). Earning her master’s degree in Education Policy and Leadership from The Ohio State University in 1988, she became an administrator at LCJVS. In 1999, Malainy was selected to serve the South-Western City Schools as the director of the district career center and oversaw the opening of the South-Western Career Academy. That same year, she completed her doctoral degree in educational leadership from the University of Sarasota.
After two years as director of the South-Western Career Academy, she was promoted to the position of Executive Director of Secondary Education with South-Western City Schools. In January 2010, she was named superintendent of C-TEC. As Superintendent, Dr. Malainy has been very involved in career-technical education leadership and policy, testify to the state legislature on the behalf of CTE and serving on numerous statewide committees. She is involved with several community groups and currently serves as chair of the Licking Memorial Hospital Board of Directors. Malainy has lived in Johnstown, Ohio with her husband, John Wagner, for over 20 years
